Challenge

The municipal government and five sister public agencies are responsible for delivering core services, including transit, education, and parks and recreation, to nearly three million residents of a large Midwestern city. Each agency depends heavily on IT to serve its constituents, maintain operations, secure data, track budgets and planning, and support nearly every part of civic life.

Like many large public agencies, these organizations have sprawling and complex application environments that require ongoing support and – to make the most of the investments – modernization. But adapting these environments, which are made up of both legacy and digital technologies, to meet today’s demands, requires special skills, technology expertise, and a sound strategy for the future.

These agencies needed their mission-critical enterprise applications to run efficiently, so they could maximize the investments they’ve made in IT and improve the customer experience for the city’s residents. In essence, they needed to continually improve operations while, at the same time, act as careful stewards of taxpayer dollars.

Solution

When the city hall recognized it needed help managing its applications, it reached out to CAI to provide enterprise-wide application management services (AMS). Very quickly, it began to see the benefits from the work CAI was doing to transform operations, modernize application solutions and platforms, and automate various business processes.

Not long after, the municipal government’s sister public agencies began to recognize CAI’s success with the city and one by one turned to CAI to reproduce the same strategies, methodologies, and staffing for their respective IT organizations. Soon, CAI took on support for each of the five agencies’ enterprise-wide systems, including instances of Oracle Enterprise Business Suite and other major applications that allow residents and businesses direct access to crucial services, including tax payments, permits, and licensing agreements.

As part of modernizing the agencies’ systems, CAI automated back-end processes and developed client-facing portals to transform citizen engagement. Accelerating the ways the agencies do business with their vendors was another important component to improving the customer experience.

Results

Today, CAI continues to serve as a trusted AMS partner for these six large public agencies and ensure each one is maximizing its investments in IT enterprise systems, including financial, human capital, content management, security, budget and planning, supply chain, business intelligence, and other mission-critical applications.

By trusting CAI to manage the complexities involved in supporting and modernizing critical IT systems and delivering essential IT services to their constituents, these public agencies can increase online services, better protect citizen data, and enhance the digital and workflow experience. The agencies can not only maximize their IT investments but reallocate priorities, realign resources and effort, and accelerate their digital transformation in a sustainable way.

Each of the individual agencies has been able to streamline its workload, free up its IT staff to innovate, and propel its organization to be more strategic in its digital transformation. This means the agencies themselves can focus on their missions and better serve the residents that count on them.
